Yes, as described in
http://lll.lgl.lu/pipermail/udpcast/2008-September/000887.html, this is
for use by an external program, a "rate governor" that decides how fast
to send data. This is useful for instance when sending data over
satellite, so that the satelitte interface device ("multiprotocol
encapsulator") can instruct udp-sender to slow down the transmission if
less satellite bandwidth is available.
